- I'm originally from San Diego and moved to Hong Kong to be with my fiancee and to start a web development company. As soon as I got here, I found that the expat websites were more of one big classified ad. Because of that, Electric Brain started Expatacular. Expatacular is another ning social network specifically for expats. It isn't specific to any one city or country. Electric Brain is an off shore web development company based in Hong Kong with an office in Dongguan, China.
